Regional Managers

Regional Manager for Africa: Fran Mate

Fran came to USPG in 2014; prior to this, she served in senior management in various capacities with international and national charities. She also taught at a high school in Africa and worked as a Teaching Assistant in Child Poverty and Development at the London School of Economics (LSE). She has served on Advisory/Directors Boards of church institutions, parastatals and non-profit organisations in Africa, including chairing Board sub-committees. Fran has a degree in Sociology, Geography and Christian studies, specialising in governance, management and social protection. She also has two Masters degrees in: Poverty Reduction (Planning and Management) from the University of Birmingham, and in Social Policy Research from LSE.

Regional Manager for Europe and Oceania: Ella Sibley

Ella Sibley joined USPG in 2023, having previously worked as a project manager for the Methodist Church in Britain, developing missional projects including young adult engagement, carbon reduction and refugee hospitality projects. As Regional Manager for Europe and Oceania, Ella accompanies churches across these areas, including in Britain and Ireland, as they engage God’s mission and champion justice in their communities.

Ella serves as a Local Preacher in the Tower Hamlets Methodist Circuit, and coaches pioneer ministers around the UK. She enjoys walking, reading and playing board games.

Regional Manager for Asia and the Middle East: Rev'd Davidson Solanki

Before joining USPG in 2014, Davidson worked for World Vision India and Tearfund. He has worked extensively in Asia and Africa, in global cross-cultural mission, at grassroots, national and international levels, often in diverse and highly complex environments. Davidson studied in India, the USA and the UK and has a Diploma in Mechanical Engineering, a BA in Sociology, a Certificate in Conflict Resolution and an MA in Peace and Reconciliation. He recently studied for a BA in Theology, Ministry and Mission at St Mellitus College and was ordained in September 2020.

Regional Manager for Latin America and the Caribbean: Dr Paulo Ueti

Paulo came to faith aged 13 and has since held the Bible and theologies as his passions and path. He credits the Contextual Bible Studies methodology as helping him understand his call to be a changemaker. Alongside his studies, Paulo, a Brazilian national, was very involved with the Landless Peoples Movement in Brazil. He was a full time Professor at the University of Brasilia and Seminary Saint Bonaventura (Roman Catholic Seminary) until 2012 when he joined the Anglican Communion Office, working as a regional facilitator for Anglican Alliance. Here began his collaboration with USPG. 

As Regional Manager for Latin American and the Caribbean, Paulo’s work accompanies churches across Brazil and in the Province of West Indies. Connections with other churches such as the Province of Central America, TEC (in the USA) and the Anglican Church of Canada are also growing. He also works with Rev’d Canon Dr Peniel Rajukmar concerning matters of theology across the Communion. Paulo describes himself as a quiet person who likes walking in nature, exploring caves, reading good novels and, when possible, simply enjoying wherever he is.
